Those 2 scenarios are literally polar opposites. Seems much more likely to be it’s somewhere in between IMO.
All it takes is one or 2 to get plucked up. Then all bets are off for the others.

How much does OSU football’s decade-plus of Big 12 success help the Cowboys? Are they the best draw of the remaining eight?
It's just a really, really selfish move on the part of OU/UT to leave the B12. A small financial gain for destabilizing everything. Can the NCAA veto the SEC's acceptance of the two teams? Do they have that power?

It’s also a sign of weakness from Texas and OU. They aren’t confident in their ability to lead a conference so they’d rather join a better one where they can be the ones riding coattails.
Texas will be an also ran in the SEC. In the big 12 they still yield immense power regardless of their on field/court production (which hasn’t lived up to their opinion of themselves in quite some time).
Same with OU except they are set up to compete better in football from day 1. IMO they obviously won’t dominate the conference and I think it’s highly unlikely they finish at the top very often.
Do either of these schools really need the additional money? I find that hard to believe.

Athletic success/prowess/participation/whatever is a massive source of charitable giving for a university, just look at WSU after the F4. It is no accident that some of the best colleges in America are tucked safely inside a "premiere" athletic conference. If one conference towers in strength over all others, it destabilizes the competitive equilibrium thus threatening the future stability of all the unincluded academic institutions.
This might be an issue for Congress to consider. Let's hope cooler, less greedier heads prevail.
