Just went back and looked it up from a previous post a few months ago. WSU would need to add 8 doctoral programs to reach the minimum.

We have way more than enough research funding to qualify.

I could be overlooking it, but I don't see any requirement about the number of doctoral programs to be of R1 status.

It looks like I may have misread that months ago.

According to The Carnegie Classification of Higher Education Institutions, R1 are defined as institutions that awarded at least 20 research/scholarship doctoral degrees during the update year and also institutions with below 20 research/scholarship doctoral degrees that awarded at least 30 professional practice doctoral degrees in at least 2 programs. R1 institutions have very high activity levels of research.

I read that as 20 doctoral degree programs and apparently it's just 20 doctoral degrees issued in a year.

At this point, I don't know anything.

Realistically the number of conferred doctoral degrees is going to correlate to the number of programs you have though, I would think.
