So does that mean they could pull the plug on his freshman year and do surgery immediately to give him time to rehab and work on his strength. Or let him play, have surgery, and redshirt him next year. Inquiring minds want to know. I know these questions will only be answered by AR, his family and some input by the staff.

So, I'm a doc, but not an ortho sugeon. I can talk about the shoulder, but not expertly on any surgery. The shoulder is not a true "ball in a socket" joint. What holds it in place is a series of ligaments (think bungee cords; some stretch, pulls things back into place, but no real "strength"), muscles and tendons, which CAN be strengthened, and a cartilage lip. Treatment depends on which structure they think isn't working; ligaments torn need repair (the so called rotator cuff tear repair), muscle tendons can be strengthened with training, if they're not torn, and the lip can be repaired if it is torn. My educated guess is nothing is specifically torn, or not torn too badly (lip) or they'd have him in surgery today.
