They need to allow a replacement player(s) in these situations.
I think there's some bureaucracy that the NCAA could improve upon, but there is a reason why these rules exist, and the NCAA (as a collection of the schools that make it up) doesn't just go around making rules because they need something to do."In God we trust, all others must bring data." - W.
