1) Just a couple of years ago, that conference had a higher RPI than some P5s I believe. They had an incredibly down year as they are getting use to life after Utah and BYU, but they still have a number of quality schools.
2) They would have been better as a conference had WSU been a part of it (maybe enough to have had 3 bids) and would be in the future. This could be good food for thought on their part.

I just found it interesting that a team with a 16-2 record from that league got left out.Its a good landing if you can walk away, its a great landing if the plane can be reused the next day.
