                        Well, I still don't understand what you are trying to communicate here beside you must be trying to point out that the democrats manipulated it so they could have a talking point of saying they "pay as they go" while actually never doing it and running up the two largest budget deficits in our country history. :good:

                                Get around it? Getting around PAYGO “rules” is the easy part.

                                PAYGO is a farce. Because, PAYGO exempts all discretionary spending (at least 40 percent of the budget, I believe). It exempts the automatic annual growth of Social Security, Medicare, and Medicaid, which obviously threatens Washington’s long-run solvency. It exempts the endless stream of emergency “stimulus” bills. The few places it does apply, Congress waives the law. PAYGO is designed to serve more as a talking point than as a tool for deficit reduction or spending restraint or a balanced budget. It is a meaningless budget trick used to create a façade of fiscal responsibility.
