That doesn't mean he actually thought that he would do it. Politicians promise bullshit all of the time. Plus, he was probably pushed to say those things while campaigning. I don't believe Biden truly ever wanted this, but we've known for quite some time that he's not fully in control of anything.

It's also odd to do this right before mid-terms as it is an insanely divisive topic and was sure to piss a lot of people off. Those who would support it, would still support the promise of it, without having received it.

I wasn't trying to defend him. Just pointing out that maybe even he was doubts or at least some concerns about doing this. As I pointed out, it seems like a bad political move right now. His party seemed to be gaining momentum for the mid-terms and I feel like this move turns things back towards the Republicans or at the very least stops their momentum.
