It still isn’t clear to me if there is a chance for this guy to be able to PLAY this year or just “join the team”. The article gives me the impression he would actually play if he signs but Coach Brown’s comments the other day made it sound more likely that we would have to wait a year to see him in a real game.

Either way, they need to reel him in. The other will take care of itself. However, I don't think that Taylor would be giving the impression that he is able to play without that being a chance, maybe even a very good chance. Perhaps, IB doesn't want to build up expectations, only to let people down.
