WSU plays ISUb twice, so ISUb will have approximately double the impact on WSU's RPI. Tulsa winning is (slightly) bad for WSU's RPI.

However, I consider NCAA seeding more important than RPI. While RPI may drop fractionally, we need our losses to be against quality opponents. I think Tulsa winning that game is actually a favorable result for WSU's seeding as I think the committee will look at each of WSU's losses in much more detail than each of their numerous wins over middling 150 RPIish teams like ISUb. ISUb will not be an impressive win. Moving Tulsa up from 50 to 45 (just a random guess where they might finish) would be better than moving ISUb from 150 to 145, regardless of the fact that the Shox play ISUb twice.
