Assuming Cotton's hip height is normal for a 6'3" man (40"), and his hip clearly gets up to the face of the jumping 6'9" defender (81"), he was around 41" on that dunk. Maybe more, since the 6'9 guy was actually jumping.

He could have gotten higher but his head hit the backboard.

Is it possible that Cotton's dunk might garner even more national attention for the Shox? Might a few naysayers be converted after watching little 'ole WSU show it has athletes just as good as the "big boys"?

Well, since Cotton is 6'2" and his head was around 2, 3, or 4 inches below the rim, that would make him around 42-44 inches off the floor on that dunk. And is Cotton even 6'2"?
