I can’t explain the record question (more accurately, I’m too tired to look it up), but as to the seeding question, it appears that the Horizon uses a format similar to NFL playoffs where it reseeds each round (highest seed always plays lowest remaining seed). They were able to do that by having first two rounds at campus sites and all on the same night.
