Is the technical timeout at 15 new this year? We see it when the Men's National Team comes to town, but I certainly do not recall it in NCAA matches. But then I have had a nap since then.

I've seen it in NCAA matches during the NCAA tournament. it only occurs if someone gets to 15 in a set without anyone having called a timeout previously. Not sure what determines whether or not it is used during the regular season.
