The fact that players do pop up later in the portal makes me think the Athletic article was accurate in that players pretty much know where they are going by the time their names appear.
Maybe some see who commits or if there is a change within the coaching staff.
They could see changes at schools they think they might like to go to and feel they now might have that option. And it wouldn't be unheard of for feelers to be put out by the player or people around him to some programs to see if that would be an option before putting their name in. I wouldn't call that tampering and would be similar to how a lot of coaching hires take place, but in reverse. They may not be disgruntled about things but if a certain opportunity is available, they'd take it. If you're happy where you work you don't broadcast that you might interview for another company because something may have popped up there and you want to explore the possibility. This wouldn't really be that different.
