Just a question to understand why there would be a suspension at all: Assuming a player is fully eligible (other than the paperwork) what if any advantage could be gained by a school/player in CH’s scenario?

IF the information we have is mostly correct, and I believe that it is, then the appropriate penalty would be a 1 or 2 game suspension for the Head Coach, the person ultimately responsible for the work getting done, imho, or the athletic department with some kind of fiduciary penalty.
Penalizing the player, again in this case with the facts as we know them, does not appear to be right, fair, corrective or likely to affect future actions.

I just don't think there is a handbook for this. Like some NCAA sanctions it seems completely arbitrary.

If HCGM doesn't know the ruling do you think he will play Hannah on Sunday or sit him out to get the suspension over with more quickly?
I think not knowing the situation puts him in quite a bind. Because if the penalty really is three games including the exhibition you would hate for CH to play vs. FDU and not vs. Pitt.
On the other hand playing Hannah is kind of conceding the issue.Shocker Nation, NYC
