The Innovation Campus is nowhere close to being privately funded. Unless of course you mean the private dollars that were invested in the WSU bonds that have built IC, which would be kind of an odd way to talk about "private" funding. Closest thing to the IC getting private dollars so far is the partial donation from the Kochs for the Maker Space, and the lease payments WSU will get from Airbus.
Oh, and at the risk of repeating myself, the "massive" cuts at WSU amount to 3%.

Uhm, this is a significant amount of money.
The dollars committed to the IC for present building, as well, are monies that are already committed--not new money that will need to be raised. It remains to be seen as to how far and fast the IC continues depending on continued funding coming forward. It may just all take a big step back and pause for awhile. Nobody knows at this point.

You've also got commitments for the IC from Dassault Systems, NetApp, Tech Mahindra, and ABI. When you've got that kind of private commitment, many things are possible. Your risk as a university, and to your established programs, is greatly diminished.

Bill Roy mentioned it briefly this morning on the Steve and Ted morning show on KNSS 1330. It apparently does include some discussion of why it might be a good move for WSU academically. The story byline also mentions that there are both benefits and pitfalls which would lead one to believe there may be some balance in the story.
Hopefully, someone will have access to the story and can recap.

The Innovation Campus, to the extent currently and immediately planned and under construction (Experiential Engineering Building, street/utility infrastructure, dirt work), is funded by the sale of $45M in bonds (WSU debt, effectively):
Construction is expected to begin in the next 60 days on the second and largest phase of Innovation Campus infrastructure.
The Maker Space portion of the above is being partially funded with a $3.75M donation from the Koch's:

There's been zero news on the NetApp partnership going on two years now, and they're laying lots of people off in Wichita (I personally know several of those engineers):
Tech Mahindra signed a "Memorandum of Understanding" also two years ago. Still crickets with regards to something actually happening:
The ABI news looks to be about the scale of Dassault, with regards to the Innovation Campus:
The Wichita-based ABI Group of Companies has committed to be a tenant in Wichita State University's proposed Innovation Campus.
None of the above are significant in the slightest at this point in time. From the private side of the IC public-private partnership, the Airbus move is more or less the only thing of any significance.

Here's the link that completely shows that your statement stating the agreements are "basically at the handshake level" is indeed incorrect. The words are clearly printed "The following organizations have signed formal agreements to have a presence on the Innovation Campus. Maybe I'm not "really bad at this"? Cool the rhetoric.
You can keep coming at me with the insults...that's fine...I can take it. But there is no denying that these are tough financial times for the university. If you've read the newspaper at all over the past several months, you know that to be the case. If you know any of the Administrative people on campus, you know what they are sweating through--and a lot more sweat is ahead for next year. When you're struggling to feed the family in your household, do you go out and buy a new motor home? That gets bad gas mileage? And only depreciates?
