The NCAA does what they want, when they want and how ever they want. This includes changing geographical locations of established cities.
Why?
Because they are god-like and have super powers that mere mortal peasants do not understand or can comprehend.
Oh yea, they have all the money too and in the big picture, that trumps everything else.
