Hooper probably is the top candidate but Hill does have a very good relationship with Kemnitz. The Shocker coaches were instrumental (they recommended him) in his being hired by Weiser when he was at KSU, who has a great relationship with the baseball staff too. Hill probably won't be interested but KSU isn't a slam dunk to have a great program for the next 10 years. With the right coaching staff, WSU could overtake KU and KSU in any given year(s) very shortly.
Don't sell Hooper short though. He is a young 35 year old who is very impressive to talk to. He obviously knows baseball, is a tireless worker, has great energy, excellent leadership skills, and in my opinion could go into a living room and sell parents/players on WSU without any problem.
