In a potential setback to their efforts, Congress' budget umpire warned on Thursday that their health care bills won't meet Obama's goal of slowing the ruinous rise of medical costs, giving weight to critics who say the legislation could break the bank.

Meanwhile, a bipartisan group of senators said they wanted time beyond the president's early August deadline to pursue an agreement.

I agree with those who say the longer this is out there the less likely it is to go through. As the people get more time to see what's really happening. But on the other hand that would mean that the Congress would actually have to care about what the people think/want. And that the people don't just sit around being ignorant about everything. Dang it, we are doomed.

Congressional Budget Office director Douglas Elmendorf told lawmakers on Thursday legislation to expand health care coverage would increase federal healthcare costs "to a significant degree" and revenue will need to be found to keep from increasing the deficit.

Asked by the tax-writing House Ways and Means Committee about his remarks to a Senate committee earlier Thursday that the legislation would not hold down healthcare costs, he said, "The point I made earlier this morning is that it raises future federal outlays more than it reduces future federal outlays."

RNC Chairman Rips Obama Health Care 'Cabal'

The chairman of the Republican party is accusing President Barack Obama of conducting "risky experimentation" with his health care proposals, saying they will hurt the economy and force millions to drop their current coverage.

Michael Steele, in remarks prepared for delivery at the National Press Club, also said the president, Speaker Nancy Pelosi and key congressional committee chairmen are part of a "cabal" that wants to implement government-run health care.

In a heated closed-door session, both Republican and Democratic governors criticized the bill that many said could turn into another unfunded mandate from Congress. The issue dominated the afternoon discussion.

"The governors are concerned about unfunded mandates, another situation where the Federal government says you must do X and you must pay for it. Well if they want to reform health care, they should figure out what the rules are and how they are going to pay for it," Democratic Montana Gov. Brian Schweitzer told FOX News.

"Instead what they are proposing is -- they're figuring out the rules and forcing the states to pay for it," he said.

White House declines to disclose visits by health industry executives

Invoking an argument used by President George W. Bush, the Obama administration has turned down a request from a watchdog group for a list of health industry executives who have visited the White House to discuss the massive healthcare overhaul.

Citizens for Responsibility and Ethics in Washington sent a letter to the Secret Service asking about visits from 18 executives representing health insurers, drug makers, doctors and other players in the debate. The group wants the material in order to gauge the influence of those executives in crafting a new healthcare policy.

Dems Plotting Health Bill Seek $245B for Doctors

House Democrats want to give doctors a $245 billion sweetener that helps ensure their critical support for a health care overhaul bill. Next up: Trying to explain how they could do it without breaking President Barack Obama's promise that health legislation won't increase the federal deficit.

Obama reiterated the pledge in a "CBS Evening News" interview Tuesday, saying: "It's got to be deficit neutral. It can't add to our deficits."

So what of the Congressional Budget Office's conclusion that the House bill does add to the deficit?

Democrats and the Obama administration argue that the $245 billion included for doctors -- the approximate 10-year cost of adjusting Medicare reimbursement rates so physicians don't face big annual pay cuts -- does not have to be counted in the overall cost of the health care bill.

Their only-in-Washington reasoning is that they already decided to exempt it from congressional "pay-as-you-go" rules that require new programs to be paid for. In other words, it doesn't have to be paid for because they decided it doesn't have to be paid for.
