          • Health Care Overhaul Racing Against the Clock

            Democratic senators in particular are having second thoughts about a proposed new tax on generous health insurance benefits provided by some employers. Without the tax -- Republicans favor it as a brake on cost increases-- the prospects for a bipartisan deal in the Senate appear to be in jeopardy.

            The stakes are extremely high for Obama. The fate of legislation to overhaul the U.S. health care system, with a major new role in it for the government, could become the defining issue of the Democratic president's first term.

            Obama's ambitious timetable for passing a bill this year keeps slipping. Timing is critical because lawmakers might be reluctant to vote on such a charged issue as health care next year, when all House members and one-third of senators face elections.

                • Blue Dog Democrats Stall Health Care Bill in House

                  The drive to remake the nation's health care system suffered yet another setback in Congress on Thursday when a pivotal group of House Democrats rebelled against leadership-backed legislation taking shape and sought additional time to make changes.

                  "We need to slow down and do it right," Rep. Mike Ross, D-Ark., said outside a meeting of the Blue Dog Coalition, a group of 52 moderate to conservative Democrats. "It needs to do a much better job of cost containment" within the health care system, he added.

                        The gathering debate in the Democratic-controlled Congress will be the biggest test yet of Obama's ability to work with lawmakers and deliver on promises. Failure would spark new doubts about a president still seeking a signature accomplishment.

                        "The guy made big promises and said, 'Yes, we can,' but the question still is, 'Can he?'" Democratic consultant Doug Schoen said. "Failure begats failure, and failure here would raise questions about his ability to lead on a lot of issues."

                        • Journal: Grassley Key to Healthcare Plan
                          The fate of President Barack Obama’s healthcare plan may not longer be in the hands of the Democratic Party, according to The Wall Street Journal. It may take the blessing of a veteran Republican, Iowa's Chuck Grassley, if it has any hope of becoming law.

                          In an article posted Monday, the Journal speculates that the Grassley, the senior Republican on the Senate Finance Committee, is the key to shaping any successful legislation. He is especially close to committee Chairman Max Baucus, and may have the clout to sway not only Republicans but conservative “Bluedog” Democrats.

                          Moving forcefully on his top domestic priority, President Barack Obama told a powerful Senate chairman on Monday he wants legislation ready in the Finance Committee by week's end, according to numerous Democratic officials.

                          These officials said Obama made his wishes known to Sen. Max Baucus, D-Mont., at a White House meeting attended by administration officials and senior Democratic lawmakers.

                          It was not immediately clear whether Obama expressed a preference for a bipartisan measure — which Baucus has been laboring over for months — or a bill tailored more to Democratic specifications.

                            House Democrats on Tuesday rolled out a far-reaching $1.5 trillion plan that for the first time would make health care a right and a responsibility for all Americans, with medical providers, employers and the wealthiest picking up most of the tab.

                            The federal government would be responsible for ensuring that every person, regardless of income or the state of their health, has access to an affordable insurance plan. Individuals and employers would have new obligations to get coverage, or face hefty penalties.

                              In Kansas, a health-care 'safety net' may already be in place

                              Massive, Growth-Killing Tax Hikes in House Dem Health Care Bill
                              The House Democrats released their long-awaited draft health care reform bill today, and every rumor about what tax hikes would be included was true--and then some. My friend Ryan Ellis over at Americans for Tax Reform posted the details.

                              The big shocker is that the surtax on high-income earners, including small businesses, is much steeper than the rumored 3 percent that I talked about in my podcast yesterday. Instead it's 5.4 percent. Not of taxable income, mind you, but of adjusted gross income. That means the tax applies to income that was spent on home mortgage interest, medical expenses, property taxes, charitable contributions, and nearly everything else currently deducted from taxable income.

                              Combined with President Obama's plan to repeal the Bush tax cuts on schedule in 2011, this would mean hiking the top marginal capital gains tax rate from 15 percent to 25.4 percent--much higher than Obama promised on the campaign trail, and near the 28 percent rate from before the 1997 Bill Clinton tax cuts. Such a tax hike would slam the brakes on capital formation and wallop capital markets with another gut punch just as they are finally beginning to recover from the financial crisis. It would also dramatically inhibit badly needed business investment.
                              Bigger Than Madoff
                              Government fraud has been in the news lately because analysts are expecting major abuses of the Obama administration's $787 billion stimulus plan. One Deloitte expert argued that "swindlers, con men, and thieves could siphon off as much as $50 billion" of stimulus funds, which are vulnerable because policymakers are under pressure to shovel it out the door quickly.

                              Even more troubling is the potential for fraud and abuse created by President Obama's other big spending proposals — particularly his giant health-care plan. Obama wants to inject hundreds of billions more tax dollars into federal health care instead of fundamentally reforming Medicare and Medicaid — broken programs that are already subject to Madoff-sized larceny. That is incredibly unfair to those of us paying the bills.

                                Democrats argue that high-income families fared well under President George W. Bush's two terms as their taxes dropped and their incomes soared, giving them the ability to absorb higher taxes. Republicans argue that the tax increases would hurt small business owners who typically pay their business taxes on their individual returns.

                                President Barack Obama achieved a milestone Wednesday when a Senate committee approved a plan to revamp the U.S. health care system. The Senate panel's action, which attracted no Republican votes, came as the president's campaign organization rolled out television ads to build support for his top domestic priority.

                                Obama met with Republicans at the White House in search of an elusive bipartisan compromise on his call to expand coverage to the nearly 50 million uninsured Americans as well as restrain spending increases in health care.

                                But the 13-10 party-line vote in the Senate health committee signaled a deepening rift in Congress. While Democrats respond to Obama's call for action with renewed determination, Republicans are using harsher words to voice their misgivings.
