1. Gary Williams at Maryland made the exact same argument you are making. Upon hearing him make the argument, Valley coaches called him looking for a game, since by his own argument, the reason Valley teams weren't getting good RPI games was that they weren't asking for them. Guess whether or not Gary was actually willing to play anyone, in spite of the argument he made in public.
2. This is in football, but it still applies. A little while back, the AD at Boise State announced that in the face of criticism about their schedule, they would be willing to play anyone, anywhere. They had ZERO takers on this offer from BCS schools.
Thanks to sweeping their home and home series with Oregon (much like we swept the first two games with LSU), BCS schools want nothing to do with Boise State. As long as they don't play them, they can dismiss their undefeated schedule as being "against weak competition" in spite of the fact that every time Boise State got a chance they beat the BCS schools.
Top level BCS teams avoid good smaller schools like the plague because they don't want what they perceive as an embarrassing lose. Lower level BCS teams don't want to play smaller schools because as long as they don't lose head to head with small schools they can use the Gary Williams argument that going .500 in a BCS league merits getting an at-large bid over a non-BCS school. If they actually had to play those schools (especially if they, God forbid, had to go on the road) it would be clearly demonstrated that they were .500 because they were mediocre teams, and as long as the selection committee buys their argument, it is in their best interest to avoid playing the teams they are competing with for an at-large bid.
In a more general argument about scheduling, the pool of teams that are available to schedule any given year is far smaller than the pool of Division I teams. Tournaments and multi-year series with teams are scheduled well in advance, so even if two teams are willing to play each other in principle, they may not have overlapping open dates available, especially if much traveling is involved.
But hey, I'm happy to be proven wrong. As im4wsu has said, if find "just one school" is as easy as you are making it out to be, I'm sure that you will have no trouble setting something up for WSU. I'm not that convinced of this. So far this year, the Atlantic-10 has played 41 games against BCS competition, 8 at home, 12 on the road, and 21 neutral sites. Yes, 21 of those games were against the Big East, but they still had 20 games against the other 5 BCS conferences. Other "major" mid major conf against BCS: WCC (this year anyway) 20, MWC 16, C-USA 14, and last at 12, MVC. I didn't go forward to see how future games fit into this. As a note: these 5 conferences had 29 games at home, 26 on the road, and the rest at neutral sites.
