There are multiple ways to ban people.
1) The most common is a user ban, where the username is blocked from being able to log in and post. They can still read Shockernet, but cannot log in. They could create another account, but it's (usually) easy to detect that.
2) The second way is to block their IP. You do that if you think they are just going to create a second account and log in and start flaming you for banning their original account. Those users cannot even READ Shockernet, because their IP is blocked.
I noticed that a lot of the bans on here were IP based. It makes sense, because usually when you have to perm-ban someone they are angry or out-of-control and going to try and get retribution by creating second and third accounts and posting nasty grams. (Honestly, other than non-Shocker trolls and spammers, there haven't been very many perma bans over the years from what I can see)
HOWEVER ... recently I removed ALL IP based bans. Anybody that was previously blocked from reading Shockernet, can now do so (including Cold). I did that fully understanding that I may be creating more headaches for the moderators than necessary, but I don't see what it hurts to let former posters read Shockernet.
