The Tigers have signed 7 of their Top 10 picks. Assuming they sign the remaining 3 picks at slot they only have $63,800 available to pay over slot without incurring the 75% tax. If they don't sign those other 3 Top 10 picks their bonus pool is reduced by the slot for those picks. They can not use that money to sign other players without penalty.
In addition to 3 unsigned Top 10 picks, the Tigers have another 12 unsigned picks beyond the Top 10 rounds. At this point they just don't have much room left to pay above slot without incurring the penalty tax.
I don't think teams have to report bonuses on Round 11 through 40 draft picks as long as they do not exceed $100,000 as that has no impact on the bonus pool available.
Detroit reported signed their 14th round pick, a RHP from Georgia Tech, for $100,000 although BA does not report this. The Tigers have their 4th, 8th and 9th rounds yet to sign. My guess is that the most the Tigers would be willing to offer Chase Rader at this point is $100,000 grand.
