Yeah, although not really unusual. With the scholarship limits for baseball that is pretty much the case every year, but perhaps even more so this year with trying to rebuild this roster.

Good call. The original link pulls up 2022 stats. Took a step forward in ‘23. Still good K numbers.

These are just guesses after looking at his statistics, but it looks like they found a role for Holmes in 2023, as a short reliever (probably mainly a closer). He had no wins, several saves, and his walks improved although he still walked one batter every two innings pitched, and hit four batters in his 26 innings. His strikeouts are high, so I would guess he used mostly two pitches, and leaned on his fast ball.
