I thought there was some existing wiggle room for taxing and spending on existing bills. I remember the R's stifling Obama on several issues, so for some reason I thought they had some extra authority. My knowledge of legislative procedure is embarrassingly light. I saved that space in my brain for Covid.

In 2000, Al Gore put the country through a 37-day recount process in which he urged the courts to permit recounts only in the places where he thought he find additional votes for him. If you doubt that, read the book his lawyer, David Boies, wrote about it.
