The old guy was a little "off", and it sounds like his "joy for life" was wrapped up too much in his politics. His neighbors seemed to know who and how he was. But he was no more mentally ill than Johnny Depp, and the other Hollywood idiots that you mentioned. The FBI appears not to have investigated him and used discretion, and found relatives/friends/neighbors to talk him down when they approached him.
