    ESPN - Bears unveil $5B proposal for new domed lakefront stadium

    The Bears unveiled a nearly $5 billion proposal Wednesday for an enclosed stadium next door to their current home at Soldier Field as part of a major project that would transform the city's lakefront, and they are asking for public funding to help make it happen.

    The plan calls for $3.2 billion for the new stadium plus an additional $1.5 billion in infrastructure. The team and the city said the project would add green and open space while improving access to the city's Museum Campus and also could include a publicly owned hotel.

    "This is not an easy project, but Chicago doesn't like it easy," Bears president Kevin Warren said.

    The announcement at Soldier Field comes during a busy week for the Bears. They are expected to take 2022 Heisman Trophy winner Caleb Williams with the No. 1 pick in the draft Thursday night and bank on the USC quarterback to solidify a position that has long been a sore spot for the founding NFL franchise.

    The team said last month it was prepared to provide more than $2 billion in funding toward a publicly owned stadium in the city.

    The proposal calls for $2.025 billion from the Bears, $300 million from an NFL loan and $900 million in bonds from the Illinois Sports Facilities Authority. The funding from the ISFA would involve extending bonds of the existing 2% hotel tax.

    The Bears said the project would generate $8 billion in economic impact for the region. It would be built in three phases, and construction would take up to five years. The new stadium would be constructed on a parking lot just south of Soldier Field, the Bears' home since 1971. The team's lease at the 100-year-old stadium runs through 2033.

    A couple other rules adopted as well.
    I'll be curious to see how they define the swivel hip-drop tackle. If it is aimed at the tackles where the defender flings the ball carrier to the ground WWE style, I get banning that. But otherwise they will need to clearly define it. Rugby has recently banned it, and I found this video explaining it.

    NFL owners approved a massive revamp of the kickoff play Tuesday, opting, after three days of discussions at the league's annual meeting, for a format that originated in the XFL.

    The proposal passed by a vote of 29-3, NFL competition chairman Rich McKay said Tuesday. A proposal needs approval by 24 of the 32 owners to pass.

    "We feel this is a great day for the NFL," New Orleans Saints special teams coordinator Darren Rizzi, who worked closely on the proposal, said Tuesday. "We've taken a play that's essentially been dying over the course of the last few years in our opinion, and we revived it."​

    The new alignment rules represent the most significant on-field rule change for the NFL in years and are designed to reverse more than a decade of declining return rates while also lowering concussion rates. In essence, the format will move the majority of the kicking and return teams downfield to minimize high-speed collisions. It will go into effect for one year only in anticipation of possible tweaks over time.

    During the 2024 season, kickers will continue to kick from the 35-yard line, but the other 10 players on the kickoff team will line up at the receiving team's 40-yard line. At least nine members of the return team will line up in a "setup zone" between the 35- and 30-yard lines. Up to two returners can line up in a "landing zone" between the goal line and the 20-yard line.

    No one other than the kicker and returner(s) can move until the ball hits the ground or hits a player inside the landing zone. Touchbacks will be marked at the 30-yard line, and no fair catches will be allowed. In the event a team wants to attempt an onside kick, it will have to inform officials of its intent and would then be allowed to use the NFL's traditional formation. No surprise onside kicks will be allowed.
    A couple other rules adopted as well.

    On Monday, owners approved three other rule changes:
    • A prohibition of the swivel hip-drop tackle technique.
    • Allowing teams to receive a third challenge after one successful challenge. Previously, teams had to be successful on two challenges to receive a third. This proposal was submitted by the Lions.
    • If there is a double foul during a down in which there is a change or changes of possession, including if one of the fouls is a post-possession foul by a team during a scrimmage kick, the team last gaining possession will keep the ball after enforcement for its foul, provided it did not foul before last gaining possession.
