Until Mangino's recent run to an Orange Bowl, the attendance at KU FB games depended on how far the visiting schools fans had to traqvel. KU doesn't seem to have many grads who are adamant about FB. Compared to OU, UN, UT, or even OSU, KU has zero avid football alums.
Right now KU FB is being subsidized by the Texas schools and OU. Without that money KU's FB program is probably a negative cash flow 8 or 9 years out of 10.
KU's FB program is safe as long as UT wants to be the big fish in the small pond and keep KU around for company. KU's basketball revenue and reputation could probably get KU into another BCS conference if UT ever decided to cut them off.
KU's (and KSU's) athletic departments are pretty much propped up by the Texas schools and OU. Those schools rake in so much money they can afford to share some with their little buddies (whipping boys).
Roy Williams was/is short-sighted.

Additionally, KU would have been dropped from the Big XII if they had not fielded a football team.
