Let me take a stab at answering that on behalf of Nightwatchman.

Would having coaches take tests for players do it?

Absolutely not. Elite programs have to travel farther distances to play other elite programs, and that puts an extra strain on students during study time and exams. Therefore the NCAA would rule that it's only an understandable minor violation should such an incidence occur.

Or funneling millions of dollars to an AAU program?

Absolutely not. Elite programs are giving impoverished children a real chance in life by supporting these types of programs in a substantial way. The minor programs don't funnel nearly as much money toward these programs and when they do, it's for self-interest reasons. But when an Elite program does it, they are doing it because they care. After all they will get the Elite players anyway, as it's their divine right.

Would hooking your AD up with exercise equipment that breaks state laws be enough?

I don't believe there are any Kansas statutes that regulate type of exercise equipment allowed in the state, so your premise that the exercise equipment is breaking state law is moot.

There doesn't appear to be any state statutes preventing connecting an athletic director to a physical device, unless the physical device is medical equipment, in which case a doctor has to do it.

Maybe the label "Lack of Institutional Control" twice in the same decade would spur the death penalty.

Absolutely not. Labels are just words. There is no penalty for having words associated with your school.

Would allowing athletes to skip drug tests be a problem?

Of course not. Some marquee students are under such scrutiny from the very time they are juniors in high school, that we must exempt those special students from all of the extra undue burdens out there. It wouldn't be fair to constantly hound those students with trivial things like drug tests, when the other non-marquee students aren't hounded by media like these children are.
