How many times can a person working to develop the character of young men sexually assault a woman before the value they add isn't acceptable?

A crime is still a crime whether or not charges are filed.

Whether or not it makes a difference on him coming back, to say it wasn't a sexual assault because no charges are filed is just ridiculous and just invites more crime to happen.
