It is all about balancing player development of the bench vs resting/saving wear & tear of the studs Ina given situation. Case in point, the Shocks blew a decent lead and let Tulsa get within 10. Is likley necessitated the starters being on the court to quell the 'cane's streak. It is things like this where HCGM make the big buckets. My earlier comment is observational not critical.

I had posted the following yesterday in the Tulsa game thread. Perhaps it makes more sense here:
I, too, like Kelly's play and would like to see him with more minutes. He had the second most rebounds (and most offensive boards) today in only 12 minutes of action. Yes, he's not scoring much, but there is very little difference between him and Wessel, and Evan is starting to get posted up by bigger opponents at the 4.
Now before anyone jumps on me about Evan, I'd like to see him more at the wing. FVV, Baker, and Cotton are playing a lot of minutes and Holland is the only other player in the back court rotation. FVV, Baker/Holland, Cotton/Wessel or Holland, Baker, Cotton/Wessel are solid combinations. Wessel could play the 4 only as needed. Another thing I'd like with this is having someone with Wessel's energy and experience coming off the bench.
I really don't think starting Kelly or Shaq would be much of a drop-off from Wessel starting at the 4, particularly with all the advantages of Evan coming off the bench at the 3.

Basically all three are playing the same minutes they did last year, on a relaxed schedule. They'll rest more when games are happening with more regularity.
