That's not a Packers rule. That's an NFL policy...and an unpopular one too. I have seen some movement for legislation to ban any blackout policies for facilities that were funded with public tax dollars.

I initially scoffed at Packers fans not being the diehard fans they supposedly are and not buying the tickets....until I saw the prices.

And the temperatures! Green Bay has forecasted a HIGH of -3 degrees Sunday with 10 mph of wind. How you can honestly expect people to spend hours out in that weather is beyond me.
