New Proposed Rule Changes

    My opinions:

    Shot-clock: I don't really care, but I would like a consistent shot-clock throughout all levels. 30 seconds is logical to me, but that is more because it is feels symmetrical than because it is necessary better for the game. Remember, going from 45s to 35s caused scoring to go way down, and we don't know what this change would do.

    Block/Charge: This is not an easy call for officials. If the correct call according to rules can't be made, we need to change the rules. The first thing we need to do is protect the players. Having guys undercutting offensive players will lead to injury and should not be a part of the game. We need to approach the rule from the eyes of an official and try to base the rule on what will be easy for an official to spot and hopefully call. I'm not sure what changes need to happen, but they need to happen.

    Restricted Area: Expand it.

    Jump-Balls. Definite time requirement. I'd say a one Mississippi. No judgment calls on when it is "okay" to call the jump ball; they can range from a split-second brush of the hand to an extended wrestling match for the ball.

    Time Violations: I'd like to see a few changes. First, I'd like to change in-bounds violations a little. If the shot-clock remains at 35 seconds, I think it should start as soon as the player touches the ball, even if the game-clock doesn't necessarily start until a player touches it. This could lead to some confusion, but it would help speed the game up a little and stop officials from guessing. Alternatively, 33 second shot clock. Must get past half-court by 20, time starts immediately.

    Fouls: If the defender stays vertical and does not initiate contact, they did not foul. If the offender gets bumped and then throws their hand into the air, it isn't a shooting foul. If the defensive player touches the offensive player out on the perimeter but DOES NOT affect their movement, it isn't a foul. An official should not wait until after the shot to decide whether a foul was committed; either they were fouled or they weren't, no bail outs. Finally, I truly hate seeing how the slightest tick is a foul on the perimeter, but getting hammered down low is considered fair play.

    Other: Yes to starting earlier. Yes to most things that could possibly improve game-flow. Allow high school prospects to go directly to the NBA, but players would be required to go to school for three years otherwise. Players drafted in the second round would not lose eligibility and could return to college for their remaining 1-3 years if they do not sign a guaranteed contract (the team would have rights to the player, like they do with international prospects that they stash).

      This is an NBA rule, not NCAA.

        BTW, as a corollary to hating defenders getting charge calls for never attempting to contest the shot, my biggest officiating pet peeve is offensive players drawing defensive fouls for going into the body of a vertical defender. If there is no major lowering of the shoulder or extension of the arm, I have no problem with offensive players doing this to create space, but I am sick of defenders being called for fouls on those plays.

        This is by far the change that needs to happen.

        The other change I would like to see is the moving screen charge called on a regular basis.

          The one rule I would love to see changed back to what it once was, is that any intentional foul by the defending team during the last two minutes of the game results in one or two FT's and retention of the ball.

            I would like to see a "tuck" rule in place. It could even be an unwritten rule.

            Tuck Rule: When an offensive player drives to the basket with the ball wrapped in his arm and tucked to his chest. Said player has conceded he is no longer playing basketball. And since a travelling violation seems to be too much to ask for, the tuck rule provides that once the ball is tucked, the player can no longer draw a foul.
