I actually think this might be what happened. This is an explanation that makes it all make sense. That tweet was Nick reminding Andrew of the bet he made and calling him out to make good on it.

Someone I knew recently spoke with Nick about Andrew, and according to this source Nick said that nobody at WSU has even contacted Andrew about coming here? Can this be possible that we have not even tried? With his reclassification to 2013 there is just no way that AW hasn't at least considered the possibilities.

I haven't been following the thread on the recruiting forum so maybe it has been mentioned, but I believe an attempt was made and shot down before it ever made it to AW. We'll leave it at that.
