Or set a minimum overall win mark to be NCAA eligible. Question would be what is that mark? 22 wins? More? Less?

With that kind of target, the power conferences will just play more powder puffs in the non-conference to help ensure the wins and let their conference schedule build their ranking numbers. Probably do more "power conference" type pre-conference tournaments as well. The non-power conference top teams with 22 wins that don't win their conference tourney may end up not have the power ranking part covered. However, there is probably workarounds in any system.

I think regular season champs should be a lock. They've earned it over more than a long weekend of getting hot at league tourney.

      Any system may have "workarounds".

Oh it has holes to be sure. Having the mark being above .500 in conference play is better. You could even include the added games of a conference tournament, so a team right at .500 goes 2-1 in their conference tournament would be eligible. Doesn't mean they would make it, just eligible. But yes the power conferences will screw everyone else over at any opportunity,
