I have heard Becky Endicott speak about the Title IX funding issues and IIRC she said WSU relies on the option of having your athletic funding proportional to the mix of you student body. We have 54% female undergraduates I believe and therefore our Title IX goal is to provide 54% of the athletic scholarships to women and 46% to men. We are clearly above that now. However, the excess we to work with is not equal to the number of womens' scholarships in excess of men's scholarships. Since some of those 20 'ships cover the 8% spread between female and male undergrad enrollment.
Of course, if we add football we might shift the method under which we try to comply to one of the other two options if that would be beneficial.
