Apparently a second undergrad trfr would have to sit a year if the trfr was related to athletics. That means if an athlete's scholarship wasn't renewed that athlete would have to sit a year. If the "run off" waiver is still in place, then nothing has changed other than the NCAA saying they did something when they didn't.
