Marshall doesn't have to talk to them. Once the player puts their name in the portal, the school is released from all obligation of providing a scholarship to that athlete. That's how the portal works. Udeze had to ask permission to return, in which case I'm sure Marshall talked to him and they came to an agreement. Udeze couldn't just tell Marshall he's coming back and wants his scholarship back.

Yes. I'm waiting before I believe who has ships. We've had extenuating circumstances before for players who wanted to play here more than other places. While it doesn't often happen, it still happens.
