This way all the bankrupt athletic departments don't have to fire their incompetent coaches. If every team is mediocre, then everybody saves a lot of money by retaining their mediocre coaches.

Back in the day when putting a quality product on the court actually mattered, Moser and Hinson were fired because they weren't keeping pace with the rest of the league. Now they're the cream of the crop of Valley coaches. This is Elgin's way of telling V alley athletic directors that it's perfectly all right to limit coaching salaries to around $400,000. He'll make sure the league is competitive with that level of coaches.
