Is there a limit to the number of teams who can be at a certain level? Can't FSU, WSU and Oregon State be mid or upper tier?
Each program's accomplishments are substantial in different ways. Maybe if OrSU fails to make a Regional for each of the next 5 years or so they should drop a tier because consistency does matter.
Consider Missouri State by comparison. They went from basically nothing to the CWS (2&Q) in 2003 then back to nothing since. They certainly aren't upper-tier and probably not even mid-tier.
WSU and FSU are pretty much upper-tier due to consistency while OrSU is definitely upper-tier for now until a lack of consistency getting to Regionals pushes them down.
It shouldn't be too hard to make the case that the programs consistently going to Regionals and occasionally making a Super are upper-tier. After all, consider how many total teams there are in college baseball. Wouldn't the top 20% be upper-tier?

ISASO don't take this wrong but your posts strikes me funny, like the first time a friends high school aged kid tried to explain to me how he got a 4.25 grade point average. But anyhow you are a great poster and a gentleman, so what group do you want me to put wsu in and I'll change it.THE TRUTH SHALL SET YOU FREE

William, all three in question should be upper-tier. Glad I could make this easy for you.
Royal, I don't know what he could have found that was funny and I'm not reallly concerned enough to delve into his thinking. Life is too short.

I have made the corrections to the original post, I know this is a little late in the game, but I just want to restore my credibility with shocker fans and prove that I am behind this program 100%, because this is all really about the kids and their growth, sportsmanship, and competition. I have seen the error of my ways, I have been a dunce, an idiot etc. I now see thanks to some very special posters that it is true, the fighting irish, oops I mean the shockers have earned the right to be in group one and I will take to task any man who dissagrees!THE TRUTH SHALL SET YOU FREE

ok, here is my view of the gpa thing, first I realize they hand out gpas over 4.o, My point is that it is silly and unecessary, there is no higher grade in my opinion then an A therefore there should be no higher gpa than a 4.0 period, dissagree if you like but all this is really about is students and parents probably parents mostly who want to turn their kids gpa from 3.8 to 4.0 for their college applications. It is the liberal mentality that everyone must be a winner so nobody gets their feelings hurt. My view is that true growth and potential for success comes out of lessons learned from failing or coming up short from time to time.THE TRUTH SHALL SET YOU FREE

As to a 4.0+ GPA, it doesn't have anything to do with the "liberal mentality" (of which I am not), but to "normalize" the GPA for those students who take advanced placement classes, which will ultimately factor in when applying for college scholarships.
I'm glad you did explain your viewpoint, because it sheds some light on how you view numbers (statistics) and the meaning behind them.

Without offering my opinion on gpa’s, I offer the following link for your amusement – yes this is on a 4 point scale. The 6+ and 7+ gpa’s are not a misprint.
If I recall correctly the gpa’s this past year were even higher. Regardless of your philosophy, the inflation of gpa’s in some Florida counties seems a little excessive.
Based on the NCAA sliding scale of ACT/SAT scores, I wonder if a Hillsborough County (Tampa) high school athlete even has to take them to qualify at Florida, FSU of USF?
I found humorous an ad by USF touting the average 3.71 gpa of incoming freshmen, the majority of course, coming from Tampa.
