Where are non-students who are on campus to watch a baseball game supposed to park? I noticed today that you have to have a permit to park anywhere near the Eck.

Park wherever you want, except for the SASO lots where you won't be let in anyway. Parking tickets are a non-issue if you are not a student, faculty, or staff.
Straight from the horse's mouth:
If you are not a student or faculty at WSU and you recieved a ticket, you are not required to do anything as long as the vehicle is not registered in a current WSU student or faculty members name. The ticket will be voided automatically.
