Belknap reprimanded Randy Smithson for the Maurice Evans event after he quit the team for 3 games and returned so as not to be labeled a quitter. After investigating the allegations of practices exceeding ncaa guidelines it was determined that none of the coaches would receive raises that year. Jim Schaus was hired later in 1999. Mark Turgeon was hired by Jim Schaus after the 1999-2000 season after Randy was fired. It looks like Belknap wasn't around a very long time after the 1999 fiasco.

I believe Gene's contract gives him the control and authority in hiring and firing of his assistants. The AD could probably step in the event of behaviour detrimental to the progam and University. Other than that the reason Sexton can't just step in is a contractual matter.
