If the defender establishes position before contact his made, outside the circle, then it is a charge.
The defender was shuffling his feet to get to the point of contact, but was a bang bang call, that usually goes against defender.

Young's choices were to either flop or have a jock strap dragged across his face. In this situation, I think it was a good decision for the defender to attempt to avoid contact.The future's so bright - I gotta wear shades.

I honestly think we're looking at a charging call if any call was going to be made. His feet are set and contact is made on his right shoulder it appear

1st Item - A secondary defender issue does not come into play on a break.
2nd Item - It was a either a no-call or a block, as the offensive player made an attempt to avoid the contact plus it appears the defender tried to establish a legal guarding position after the offensive player left the floor.
Additionally, we look for an offensive player to 'go through the body' on a PC call and that obviously did not occur on this play.
That is all.Above all, make the right call.
