It's really quite simple. I had been overthinking it for a long time. The process is the same as posting a picture.
Click on the underlined A in the top right corner of the message box, which opens the advanced editor. Then click the button to embed an image, paste the url address of the gif into the "URL" box, and unclick "retrieve remote file and reference locally". Hit OK, and just like that, Chuck Norris gives you a thumbs up.
