As you can see in Section 3 at the top of page 2 it does have two options for reporting. Direct and personal knowledge or information heard from others.
Now whether that is something relatively new that was quietly changed as is being claimed I really could not say. But it is there now. You would think this would be relatively easy to determine whether this was changed or not but maybe it has been that way for some time.
