Kansas suspends income tax refunds

What would the state do if I decided to suspend my payment to them?

I guess they can make the rules so they would come and get me.

I was kinda happy that I only owe $36, even though last year we got a tiny little refund. I'd send my payment in right now if I thought it'd go to someone else's refund, but I know how the state works - they'll probably just buy name plates for the legislators desks with it.
