What gets me, and its not just Kansas or even government (although it is inexcusable in government) is how they seemingly get their finances so out of whack so fast.

All of a sudden we are bankrupt? Who is minding the store? I understand I don't want them to run a profit, but if there was even the slightest hint of fiscal responsibility from ANY of these clowns, perhaps we wouldn't be in the mess we are.

Planning to spend money you hope is there is bad business but it's business as usual for government.

So if they are late on my refund, will they pay me the same penalty and interest that I would get charged for being late on my tax payment?

I'm not sure that there is a deadline that refunds have to be paid. But let's say for argument's sake that this delays your tax refund by 1 week. If you're refund was going to be $50 they owe you $0.22. If it's $500, they owe you $2.19.

But since they got the problem taken care of quickly if may have delayed some refunds by 1 day. Meaning penalties and interest would be $0.03 on $50 and $0.29 on $500. Considering everything is rounded to the nearest dollar anyway, this would mean $0.00 for you.

How many people changed their tax withholdings after this happened?

The state thought they were hurting for money now, wait till they don't get all that extra income tax money to hold on to until tax rebates are due next year.

This little move probably just cut their throats.

Anyone that's gets a big refund every year does not understanding basic financing 101.

If you are getting a big refund then you should invest in a book or 2 on how to manage money and how to improve your self discipline.

With the troubling times in front of us, it will be money well spent, I promise you.

Does anyone get a refund from the state anyways?

When I was in college, I claimed single zero and still had to pay them. I haven't gotten a refund in quite some time, nor do I plan on it.

I claim 0 and have extra taken out each pay period. And I usually still have to pay them $40-$50 on tax day.

Doesn't matter to most people, but if you are a late filer or made a mistake, you won't be getting your refund for up a month.

Kansas delays tax refunds again. Source

I heard today that we're one of six states that say that taxpayers who are due refunds could have to wait up to 6 months. I think this means I can wait before paying them what I owe. They can expect my check in August I think.

If you ever expect a refund of less then $5 you should choose the option to apply it to next year's tax liability - no sense in wasting it.

Not sure on your situation but if you are filing joint then you can sometimes avoid SRS taking all the refund. You may wish to ask your preparer if you can file the 8379 (see below).
