                    Too bad it doesn't work both ways. If you owe the state taxes, you still have to pay.

                        The Gov wants the legislature to shift money around to issue debt to make short term obligations.

                        All the Gov has to do is sign the recission bill and everything is aok.

                        It is in the Gov's hands.

                              Being the one to sign off on any budget, she is just as culpable as the legislature in putting the state where it is financially. She wants to exacerbate the problem with borrowing money.

                              In city government (at least the one I'm a part of), if revenues aren't coming in like the budget projected, we cut back as to not overspend. Not to do that would be a dereliction of our duties as representatives of the people. The state should be required to do the same thing.

                              Fever, in government you can't just take money out of one fund that has a specific purpose to pay bills that are required to come out of another fund. There is appearently a legal way around it which has certain requirements that the governor doesn't want to meet. She conveniently leaves that part out of her letter. Instead, she calls the GOP "irresponsible" for following the law.
