The reason why is this prediction is based on that El Nino/La Nina is neutral so therefore they have chosen to predict the future by examining the past trends (climatology). They are hoping that this winter follows past winters.

Well, Kansas is prone to extreme undulations, but whether or not it is really climactic is up for debate. Does a warmer and wetter winter mean things won't be as frisky?
