Initially I think you are correct, it was prior to the VP nomination. The stated reason, if I recall correctly and no absolute guarantees to that, was simply to look into the firing of the Department head. That was a no brainer of course since he serves in that position at the Gov.'s pleasure. She could fire him simply because she didn't like the way he tied his shoes.
The instigating State senator/representative(?) was of course, a long time opponent of the Gov. Basically it was just State level politics and posturing as is normal in most places.
Where it took a turn was the VP nomination. A big red flag at least to me, was French(?) the investigation instigator and legislative lead being a part of the Obama Alaska Presidential Campaign Committee (chairman?). Another big red flag was the lead investigator actively seeking that position from French, an old time colleague. All in all it signaled to me a shift into a national election driven witch hunt and a broadening into the ethics area.
The result of the investigation was first that the Gov. did nothing wrong in firing the guy, and second that Todd Palin was "guilty" of trying to protect his family. Of course that is not the spin you will see, but again it’s politics as usual, just on a national level.
All just my opinion of course, and if it is a real concern for you by all means do the research to find out. I'm speaking here strictly on memory, which is not always perfect.
