The Clinton administration tried (unsuccessfully) to take out Osama bin Laden and stopped the 2000 millennium attack plots (e.g. bombing of Los Angeles International Airport). The Bush administration was asleep at the switch before 9/11/01. Since then, the administration has not eliminated Al Qaeda.
Al Qaeda is more capable of attacking inside the United States than it was last year, and its cadre of senior leaders has recruited and trained “dozens” of militants capable of blending into Western society to carry out attacks, the analyst said.

After the attack on The Sullivans failed, al-Qaeda tried the same type of attack a second time. They successfully bombed USS Cole on October 12, 2000.
While in prison, Ressam revealed that al-Qaeda sleeper cells existed within the United States. This information was included in the famous Presidential Daily Briefing delivered to President Bush on August 6, 2001, entitled "Bin Ladin Determined To Strike in US".

The Clinton response was to lob a few cruise missiles at empty camps in Afghanistan and to cut and run in Somalia instead of taking the fight to them.
